Hybrid Rally1 cars will remain in the World Rally Championship until the end of 2026, as confirmed by the FIA after the meeting of the World Motor Sport Council on Tuesday. It was widely expected that the FIA would reverse its previous decision to eliminate Rally1 cars, which was ratified during the WMSC meeting. The FIA’s initial proposal from the working group aimed to eliminate hybrid power from Rally1 cars as early as next year, in order to reduce the performance gap compared to Rally2 cars, through the implementation of modifications to the rear wing and air restrictor. Additionally, the proposal included an option for manufacturers to develop an upgrade kit for Rally2 cars, allowing them to compete at the top level of rallying. This plan aimed to increase participation and facilitate a smooth transition to new technical regulations in 2027. However, teams and manufacturers strongly opposed these changes, citing concerns about the limited timeframe for redesigning, testing, and validating cars for the upcoming season, as well as the significant investments already made in current cars. In response to these concerns, a letter was sent to the FIA in April urging them to maintain the existing rules. The FIA has now announced that the technical regulations for Rally1/2 cars will remain unchanged for the next two years, ensuring technical stability during the FIA World Rally Championship seasons of 2025 and 2026. The FIA emphasized that all stakeholders are working collaboratively to establish regulations for 2027 and beyond, with a primary focus on increasing participation at the highest level. The FIA expects manufacturers to commit to the sport’s long-term future well in advance, and the proposed regulations will be presented for approval at the December meeting of the World Council, providing manufacturers with sufficient time to adapt. The FIA also expressed its commitment to supporting the WRC Promoter and key stakeholders, strengthening its team in the Commercial and Communications Departments. The organization will prioritize the management of sporting regulations through the newly established WRC Sporting Working Group, with a special emphasis on enhancing media activation opportunities and reducing costs for competitors. The final versions of these Sporting Regulations will be proposed during the October session of the WMSC. FIA President Mohammed Ben Sulayem emphasized the importance of technical stability for the next two years and expressed the FIA’s desire for a positive commitment from manufacturers. The decision was well received by the WRC Promoter and the teams, with the WRC Promoter describing it as a significant moment. Toyota, in particular, believes that the decision will save money for the teams and provide more time to focus on the 2027 regulations. Hyundai, on the other hand, faced challenges due to the uncertainty surrounding the regulations, which led them to abandon their plans for a new car in 2025. However, the team is optimistic about the progress made in governance and believes that this will lead to positive improvements in the short and long term. M-Sport Ford Team Principal Malcolm Wilson welcomes the decision of stability in the regulations but emphasizes the need to implement proposals to enhance the championship’s promotion. The FIA also confirmed its plans to extend the exclusive contract for the supply of Junior WRC cars with M-Sport Poland for the Ford Fiesta Rally3 EVO until 2025.
