NASCAR’s Power Play: New Commissioner Takes the Wheel Amid $7.7B Deal Craze

In a dramatic turn of events within the NASCAR realm, the France family, known for its iron grip on the sport’s leadership, has shocked the motorsport world by appointing Steve Phelps as the unprecedented Commissioner. Since NASCAR’s inception in 1948 by Bill France Sr., the family has tightly controlled the top positions, only loosening their hold when absolute trust is earned. However, Phelps’ stellar performance since assuming the role of president in 2018 has forced the France family to acknowledge his significant contributions, leading to his historic promotion.

Phelps, a motorsports enthusiast since childhood, expressed his honor in guiding the sport he deeply loves. With a career spanning two decades at NASCAR, including navigating through various challenges like TV contract negotiations and the recent pandemic, Phelps has proven his mettle. Now, as the first-ever Commissioner of NASCAR, he will oversee all facets of the organization, including IMSA and the 15 NASCAR-owned tracks, in a groundbreaking move announced at NASCAR’s headquarters on March 31, 2025.

The restructuring doesn’t stop there; Steve O’Donnell, NASCAR’s COO, steps into Phelps’ former role as President, marking a significant shift in NASCAR’s leadership landscape. These changes come hot on the heels of NASCAR securing a monumental $7.7 billion media rights deal over seven years, a testament to Phelps’ negotiating prowess and strategic vision.

NASCAR Chairman & CEO Jim France lauded Phelps for his leadership and professionalism, emphasizing his unique value to the sport. The France family’s confidence in Phelps was solidified by the record-breaking media rights deal, highlighting his exceptional capabilities and the pivotal role he played in securing the future of NASCAR.

Phelps’ new role as Commissioner underscores NASCAR’s commitment to strategic growth and international expansion under his guidance, while maintaining a close partnership with NASCAR owners Jim France and Lesa France Kennedy. The France family’s decision to expand the executive leadership structure signals a new era for NASCAR, blending tradition with innovation to drive the sport forward.

From its bootlegging origins to the modern-day boardrooms, NASCAR’s evolution under the France family’s stewardship has been nothing short of remarkable. What began as underground races during Prohibition has transformed into a mainstream American motorsport powerhouse, with Phelps now at the helm to steer NASCAR into a new era of growth and success.
